I've learned that this Canadian term refers to the era of hockey before the advent of the ice making machine known as the Zamboni. According to legend, "hoser" refers to the fact that the losing hockey team had to hose down the rink. Thus, the connotation of "hoser" can be loosely interpreted to mean "loser." From what I understand, the term "hoser" also pertains to a certain stereotype and that concerns white English speaking beer guzzling Canadians. According to this stereotype, they are primarily from the lower to middle class and are die hard hockey fans (gasp!)
Ya hoser !!!
